The PHQ by Pizza Hut brand is owned by Yum! Restaurants International and its expansion in Ireland is part of the parent company's international strategy to increase its footprint in as many markets as possible. In 2007, Yum! Restaurants International generated more than $10 billion in sales through it various brands (which also includes KFC and Taco Bell among others).
